This  is Starbeam, she's from the Sparkle Ponies line from Year 2 of the  ponies. 

Starbeam has a shimmery light blue body and white hair with iridescent tinsel. Her eyes are yellow and lavender with a yellow heart and her symbol is two yellow shooting stars above some smaller yellow and blue stars. She has a white hoof heart on her front left hoof and a magnet on the bottom of that hoof.

As one of the Sparkle Ponies, Starbeam has glitter on her symbol and forehead. Her hoof heart has shooting stars on either side of it.

Starbeam has a few light scuffs and marks on her body but is overall in good condition. Her hair is smooth and silky and the tinsel is still in good condition.

The bottom of her foot is marked "2002 Hasbro."
